New in 2026 · Booster fir de Wunnengsbau

What the 2026 housing package means for the value of your property

On 16 July 2026 the government presented the “Booster fir de Wunnengsbau”: seven measures to revive construction and make home ownership easier. Several of them rest directly on a value — that of the land, the building or the price per m². The essentials, seen from a valuation perspective:

Buyers

Bëllegen Akt raised to €45,000

The tax credit on registration duties rises from €40,000 to €45,000 per person for the purchase of a main residence — up to €90,000 for a couple. A property of around €640,000 (almost €1.3 million for two) can thus be bought free of registration duties. Applies to deeds signed from 16 July 2026.

New build · VEFA

VEFA: duties on the land only

When a main residence is bought off-plan (VEFA) and construction is no more than 80% complete, registration and transcription duties are due on the land value only. The measure covers deeds signed during three years from 16 July 2026 — the land share becomes a figure that matters.

Investors

Accelerated “3 × 6” depreciation

6% a year for 6 years where the depreciable base does not exceed €600,000 per building; above that, 2% on the whole base with no time limit. Optional for 2026 acquisitions, the only regime for new acquisitions from 1 January 2027. Land cannot be depreciated, so its share has to be established.

Affordable rental

8% VAT for social rental housing

For rental housing with a social purpose: 120 m² maximum, price per m² no higher than the median published by the Observatoire de l'habitat, yield capped at 4% of net capital invested, let for at least ten years to an approved tenant. From the law's entry into force, not retroactive.

Financing

Stronger individual housing aid

The loan amount used for the interest subsidy rises from €200,000 to €250,000, the per-child increase from €20,000 to €30,000; €300,000 where one borrower is 35 or younger. The home-ownership and savings bonuses are opened to young buyers of affordable housing.

Supply

Housing Bond & State VEFA programme

A €250 million citizens' bond is planned for early 2027, with interest exempt from the 20% withholding tax. The State adds €300 million to its off-plan purchase programme and can now reserve part of a project as soon as sales open.

Legislative status: the measures were presented on 16 July 2026 and are going through the Chamber of Deputies. For the higher Bëllegen Akt and the VEFA exemption, deeds signed between the announcement and the law's entry into force can benefit on application to the AED. How much does a property valuation cost in Luxembourg?

The fee depends on the type of property and the complexity of the file: an apartment requires less work than a detached house or an apartment building. I work exclusively on a fixed-fee basis — you receive a firm, no-obligation quote before any assignment, with no commission and no surcharges.

How quickly is the report delivered?

Usually within a few working days after the property visit. For urgent situations — an inheritance with a deadline, a divorce, a sale under time pressure — expedited processing is possible. The first phone call is always free.

What's the difference between a free agency estimate and an independent valuation?

An agent's free estimate often aims at winning your sales mandate: it is neither documented in detail nor independent. An independent valuation is a reasoned document — comparables, location analysis, building condition, cross-checked methods — that you can present to a notary, a bank, the tax administration or the other party in a dispute.

What types of property do you value?

Detached, terraced and semi-detached houses, apartments, apartment buildings, building plots and commercial property — throughout the Grand Duchy, from Luxembourg City to rural communes.

Which valuation methods do you apply?

Three recognised approaches: the comparative method (the standard for residential property, based on recent notarised transactions), the replacement cost method (land plus construction, less depreciation) and the income method (for let properties). The main method is systematically cross-checked against the others — a gap above 15% has to be explainable.

Which documents should I prepare?

Ideally: title deed, cadastral extract, plans and habitable surface calculation, energy passport (CPE), co-ownership accounts for apartments, and receipts for renovations. If documents are missing, I can obtain them as part of the assignment.

Can I use the report with Luxembourg banks?

Banks (Spuerkeess, BIL, BGL BNP Paribas, ING, Banque de Luxembourg, Raiffeisen) run their own internal valuation for mortgage lending. My independent report nonetheless serves as an objective negotiating basis: it can be added to your file and significantly strengthens your position in price and financing discussions.

Is a valuation required for an inheritance?

The market value of the property at the date of death must be documented for the notary and the Administration de l'Enregistrement et des Domaines (AED). An independent report secures the inheritance declaration, eases the division between heirs and helps prevent both tax reassessments and family conflicts.

Does the energy passport really change the value?

Yes, and increasingly so. Between class A/B and a comparable property in class F/G, the observed gap commonly reaches 10 to 20% — buyers deduct the cost of energy renovation directly from their offer. On an €800,000 property, that means €80,000 to €160,000.

Do you work outside Luxembourg City?

Throughout the Grand Duchy: the first ring (Strassen, Bertrange, Mamer, Hesperange, Walferdange, Niederanven), the Minett (Esch-sur-Alzette, Differdange, Dudelange), the North (Mersch, Ettelbruck, Diekirch), the Moselle (Remich, Grevenmacher) and the East (Junglinster, Betzdorf).

What changes with the €45,000 Bëllegen Akt?

The tax credit on registration and transcription duties rises from €40,000 to €45,000 per person for the purchase of a main residence — up to €90,000 for a couple. With duties of 7%, a single buyer can purchase a property of about €640,000 without registration duties, a couple close to €1.3 million. It applies to deeds signed from 16 July 2026; until the law is passed, the benefit is reclaimed on application to the AED.

Why does land value matter more since the 2026 Booster?

Two measures of the 2026 housing package rely on separating land from building. For an off-plan (VEFA) main residence no more than 80% complete, registration duties are due on the land value only. For rental investment, the new 6%-over-6-years depreciation only applies if the depreciable base — the building, excluding land — does not exceed €600,000 per building. A documented, reasoned split secures both calculations.
